Chess arbitration in the Philippines

As far as I know, we have two groups of arbiters in the Philippines. One is the National Association of Philippine Chess Arbiters,Inc.(NAPCA) and the other is the Chess Arbiters Association of the Philippines (CAAP).

Honestly, I don't know which group is the official chess arbitration authority in the country. Or both?

Don't ask me about unity - or disunity - between these groups, either.

All I know is that there are factions in the political set-up of the National Chess Federation of the Philippines (NCFP) as there are factions, too, among chess arbiters in the country.

Ugly picture, isn't it?

Oh heaven forbid! The worst thing to happen is to have factions among our players.

Actually, I have a lot of questions about chess arbitration in the Philippines.

Which of the two arbitration groups is authorized to conduct - and accredit - chess arbibration in the country? Or both?

And who gives the accreditation in the first place? The NCFP?

Are NAPCA and CAAP recognized by FIDE?

Who awards arbiters' titles in the Philippines? NAPCA? NCFP? CAAP? or FIDE?

In the first place, do NAPCA and CAAP have an established system of awarding titles such as National Arbiter?

My worry is that there could be instances when these groups hold arbitration seminars - for a FEE - for no clear goal and direction at all.

If the intention is to upgrade the technical knowledge of arbiters, coaches, trainers and players to help in advancing Philippine chess, I would totally support those kinds of activities.

Otherwise, please pause for a moment and do some self reflections.
